　　(一)建立全科醫(yī)生制度是保障和改善城鄉(xiāng)居民健康的迫切需要。我國是一個(gè)有13億多人口的發(fā)展中國家，隨著經(jīng)濟(jì)發(fā)展和人民生活水平的提高，城鄉(xiāng)居民對(duì)提高健康水平的要求越來越高;同時(shí)，工業(yè)化、城鎮(zhèn)化和生態(tài)環(huán)境變化帶來的影響健康因素越來越多，人口老齡化和疾病譜變化也對(duì)醫(yī)療衛(wèi)生服務(wù)提出新要求。全科醫(yī)生是綜合程度較高的醫(yī)學(xué)人才，主要在基層承擔(dān)預(yù)防保健、常見病多發(fā)病診療和轉(zhuǎn)診、病人康復(fù)和慢性病管理、健康管理等一體化服務(wù)，被稱為居民健康的“守門人”。建立全科醫(yī)生制度，發(fā)揮好全科醫(yī)生的作用，有利于充分落實(shí)預(yù)防為主方針，使醫(yī)療衛(wèi)生更好地服務(wù)人民健全
